Date of Birth:December 18,1953 in the Komenda, Central Region. Dr. Joseph Annan had his elementary education at the Ridge Church school, Accra in the Accra Metroplitan Area of the Greater Accra region.A christian who believes in the Methodist doctrine and married with three children . He obtained 22,746 votes out of the 46,579 valid votes cast = 48.8% in the last elections held.


He holds an MSc. Economics, Health Planning and Financing from the London School of Economics and London School of Hygiene and Tropical Medicine which he obtained in 1992 and 1993.Prior to this he gained the status of a dental surgeon after graduating with a degree in dental surgery from the Royal London Hospital Medical College (London University) in 1977.

Between 1972-73 , he studied Sociology, Psychology, statistics and Zoology at the Chelsea College (University of London)           and between 1957 and 72 had his GCE A and O levels  and Primary education.


He has exceptional experience in development programme formulation implementation, monitoring and evaluation and an International expert in decentralization policy implementation and institutional capacity development, expert in integrated development strategies: economic, social and organizational research methods      

A policy, planning and health economics expert, including community financing fund management and health insurance. He is into Sector and donor policy and programme analysis and health systems reforms, analytical and operational research. Honourable has good leadership and management skills with extensive multi-disciplinary skills and experience.

Has, proven analytical skills, good communication and interpersonal skills with ample experience in advocacy and negotiation at international executive level.

Work Experience

He has been Member of Parliament for Komenda/Edina/Eguafo/Abrem Constituency since 2009 and New York, UNDP, Senior Policy Adviser between 2003 and 2008. He was the Executive Director of JSA Consultants Int.Ghana, from 1994 to 2002.

Lead consultant for Global Fund for AIDS, Tuberculosis, and Malaria proposal development in African countries in 2002.

In 2000, he was the team leader for implementation of 10 district capacity building programme for HIV/AIDS National Development Planning Commission Consultant for Ghana Poverty Reduction Strategy (GPRS), Human resource development and basic services and Reproductive Health core group, with responsibility for updating and writing related strategies.

In 1999,He worked on OECD, Development Assistance Committee/CIDA supported extensive case study on the Ghana Health Sector – wide programme focusing on ways of promoting partnerships, ownership and improving international aid effectiveness Ottawa, Canada and also UNAIDS/Ghana, Ministry of Employment and Social Welfare study and policy UNAIDS/Ghana, Ministry of Employment and Social Welfare study and policy HIV/AIDS at the Workplace HIV/AIDS at the workplace.

Within that same period he was a Consultant for NACP, Ministry of Health, Ghana and UNAIDS National Strategic Planning Framework for HIV/AIDS in Ghana and a Lecturer for yearly seminars on health sector consultancies in international development cooperation for Public and Reproductive Health and planning consultants from French and English Speaking African countries, for DSE Berlin, Germany.

The year 1998, he was advisor to WHO for HIV/AIDS UNAIDS, Consultant for Strategic Planning and did a study on Integration of Reproductive Health Services, Consultant for GTZ Evaluation of SCF/MOH pilot Health Management Information System and did an analysis on Policy and Strategy analysis of European Commission Decentralized Cooperation Programme in Ghana.

Between 1992 and 1997, he worked on UNAIDS/WHO District Response Initiative, Ghana Case Study. He was a consultant for Organization and Strategic Management process, Ghana. He conducted Project proposal screening, design, development, supervision and monitoring of Danida Local Grants for over 10 projects.

Developed a 5 district pilot initiative on community financing and a Consultant on joint MOH, Danida, World Bank, European Union, DfiD and the Institute of Economic Affairs for UNDP.

Team leader in Nigeria Country study. Consultant Health Economist on UNICEF/MOH, Health Research Unit. and evaluation of NGOs and women’s group.

Senior Government Dental Officer and Maxillo-facial surgeon at Ministry of Health, Zimbabwe between 1988 – 1992.

He operated as a dental surgeon between 1982 – 1988 and as an oral surgeon 1978 – 1982.

Languages: English language, French, Italian and Spanish.

Professional Societies and activities: Core group member of OECD, Development Assistance Committee (DAC), Institutional and Capacity Development  (I/CD) Network-,GOVNET .Member of Health Policy Forum, Ghana Alumni LSE UK Holder of Private Pilot License (PPL) for light aircraft.
